It does not topple when its tilted as long as it's center of mass stays within it's base. When the tilt is increased further its center of mass goes out of the base and the wooden tower topples.

the wooden tower does not topple even when it is tilted because of its construction and engineering.

Explanation:

  • firstly the base of the tower is much wider as compared to the top of the tower. As a result of this the centre of mass of the tower is very less. Also the the tilting of the tower is done in such a way that the centre of mass of the tower lies exactly at the centre of the radius which is formed at the base. hence the tower remains at stable equilibrium and it does not fall down.
  • However if it is tilted more than the equilibrium will be in unstable position and it will fall down
