Because that's how they are denoted. Meaning of 1n2 is refractive index of 2 with respect to 1. This is defined when your light ray is going from first medium to second. Now basically that should be equal n2/n1.
Where n2 is refractive index of 2 wrt air/vacuum and n1 is refractive index of 1 wrt air/vacuum.
