The handles of cooking utensils are not made of just plastic, they are made of thermosetting plastic which is a special type of plastic that does not melt when once formed in to a shape. This special type of plastic gets cross linked when made in to a shape and will not soften when heat is applied on it. On the contrary it will get harden with temperature because of cross linking and will restrict the flow of heat.
But eventually, it does get hotter due to the heat transfer from surroundings.
