only in first orbit there r 2 electrons the after that more than 2 electrons r allowed

Only two electrons can occupy a suborbital. Oxygen's "outer shell" consists of one s suborbital, plus the three different p suborbitals (see below), each holding up to 2 electrons, for a total of up to 8 for that shell.
