a neutral body is one in which there is equal number of positive and negative charges. When a charged body is brought near to this the neutral body then, the charges of desired polarity are attracted toward the charged body. In this a neutral charge attract a charged body.

The negatively charged body can be thought to be an electron rich specie. When brought near the uncharged body, it repels the free electrons from the uncharged body towards its farther end.Hence, the ends of the two bodies develop opposite charges and mutual attraction occurs.
