With a normal waist hip ratio of 0.8 (waist/hip) a girl with 30" waist will have a 37.5" hip. Denim made of 100% cotton is not stretchable. So, it's possible for a girl to wear a jeans only if it has a zipper open. Try wearing a jeans without opening a zip, you will agree to my point. As leggings or jeggings are made up of elastic waist band, zipper is not required.
