Why there is difference between time as we travel from East to West or west to east

bcz in each and every degree consume 4 min time that's why the difference in time


ex. in india arunachal pradesh get sun rise two hour earlier then gujarat. bcz sun rise their first. but the todos same in all over the india bcz we set our time zone at mirzapur {u.p}
