Why there is more chance of an accident during over speed compare to slow speed?

at high speed it is hard to make a break as the vehicle can flip forward and make the accident severe whereas during slow speed the vehicle is at equilibrium and can make a break faster without flipping

It because when object is at High speed then when we apply brakes then friction will reduce ,tires of car will not give enough friction as there is a chances of slip so it is told to drove slow .
