This is because the amount of water that can be consumed by living organisms is very less as most of the water is saline, frozen in glaciers or ice caps, in vapour/gaseous form or underground. Only 4.04% of water found is fresh and further, only 1% is available for our use.
Due to it's scarcity it has become an valuable recourse.
