Why there is no free rotation around a double bond and a free rotation around a single bond?

because ther is sigma and pi both bonds are present in double bond while in single bond thete os only a sigma bond present.

Due to sp2 hybridization, there is presence of vacant p orbital on both carbon atoms that undergoes effective overlapping giving rise to double bond. Such overlapped orbitals are unable to move via rotations whereas single bonds are formed due to sp3 hybridization. Here, there is no restriction in rotationof bonds
