If you look at the Belgian model, they have come up with such an innovative way to give equal rights to all communities so that no community feel isolated and alienated:-
- The central government in Belgium would access equal representation of both communities i. e. Dutch & French.
- Secondly, The state government also has equal representation of both the communities. The state government would not be accountable to central government.
- Lastly, There is a third government which is of only one community, i. e the German community. This looks after issues related to education, religion, caste.
Belgium has a very complicated ethnic composition. Dutch accounts for 50% French accounts for 49% and 1% accounts for Germans.
