Explanation:
- HBr - it is protic solvent as well as an reactant which reacts with the compound. It helps in reaction to go further as it breaks the bond and participate in the reaction to get stability as these are unlike H+ and Br-
- CCl₄ is a non - protic solvent. It does not help in ring expansion. CCl₄ is merely the solvent and in these cases has no effect on the reaction. Br-Br same atoms and stability is not that considered as they have partial charges Brδ+ and Brδ-
