The bond between 2 carbon atoms, being covalent, means overlap or sharing/combining some valence orbitals (which corresponds to a physical region between the two nuclei in which the shared electrons statistically resides). If you increase the number of electrons in that space, they could still move around each other but, statistically, they would start repulsing each other more frequently
