why throttle valve is not used in gas refregeration cycle

It's a good question because most of people don't know why throttling is not used with ideal gas ( like in air refrigeration cycle).
First of all throttling means a steady flow process of flowing gas through a porous plug. Here in this process entalpy remains constant. The main things which happen in this process are
Enthalpy remains constant.
Temperature remains constant
No work transfer and heat transfer
In an air refrigeration cycle ( Bell comlemn cycle) , air(refrigerant) is used which is a ideal gas but here in this expander is used for expansion instead of capillary because if you use throttle valve here temperature remains constant at the exit means (at the entry to evaporator) as the temperature of the refrigerant is higher than the fluid which need to cooled ,so instead of absorbing the heat from the room refrigerant rejects the heat which is undesirable hence throttle value is not used in ideal gas case like air.
