because time taken by thief is less than the time taken by police

time taken by the police to catch the thief is 't' minutes and... police started after 2 minutes when thief runs ...so... time taken by thief is 't+2' minutes..... bcoz police started 2 minutes late.. so... time taken by police is less than the time taken by thief ....

Its distance covered by the thief, so it is t+2 because thief covered some distance in that 2 minutes.
