All reptiles have scaly skin that can withstand desiccation and lay eggs with hard shells, therefore they are not tied to the water like their relatives, the amphibians. For the same reasons that toads aren’t classed as reptiles, though they spend most of their life on land. What differentiates reptiles and amphibians is a much deeper set of characteristics. One that’s universal, though is this: reptiles lay their eggs on land, while amphibians’ eggs have to develop in water. Thus, turtles are reptiles because even sea turtles lay their eggs on land. And by the same token, toads which live on land as adults are amphibians because their eggs must be laid in water.

One additional note: the term “tortoise” is generally used for turtles that live primarily on land, usually in dry areas.
