Why two stroke engine is used in the off road bikes?

Because two stroke engine can gain high rpm compared to four stroke engine initially. In off-road we require high torque initially, so we use two stroke engine. And two stroke engine has power stroke for every single rotation, where four stroke has only single power stroke for every two rotations. The initial power delivery will be more in two stroke engine so we prefer it in off-road bikes.
