why type of a relation is {(2,2),(3,3),(2,3),(3,2),(3,1),(2,1) on the set A = {1,2,3}

Because the definition says that a relationship is a set of ordered pairs.  

If A and B are any two sets, R is a relationship of A in B itself and only if R is a subset of A x B.  

If R ⊂ A x A it is said that R is a relation of A in A or simply a relation in A.  

0 and A x B are ratios of A to B, since 0 ⊂ A x B and A x B ⊂ A x B.
