Why Union Territories are not merged with existing States?

Some Union territories like Himanchal pradesh, Manipur and Tripura later gained statehood. So, now only 7 union territories remains Delhi, Andaman and Nicobar, Lakshadweep, Dadra and Nagar haveli, Daman and Diu, Puducherry and Chandigarh. ... So, control of these union territories are important for Indian government

Union territories are not merged with existing state Because as they are not so big to be an independent state. (PLEASE MARK BRAINLIST)
