why union territories were created in India

Indian states were organized in 1956 on the basis of language that people speak. The regions that we call today as Union Territories (UT) had significantly different culture and economic development. If these territories would have been merged with neighboring states, they would have remained different. Territories like Lakshadeep and Andaman-Nicobar islands are far away separated from mainland. So it was not possible for them to integrate easily with other states.

And if separate state government would have formed for them then, they would not probably have survived without significant help from central government. Thus, these places were considered under UT which would be directly managed by central government by appointing administrator or lieutenant governor.

In case of Chandigarh, in 1966, Punjab was reformed into two states Punjab and Haryana. To avoid possible conflict that could have arisen having both the states claiming the rights to the city of Chandigarh, Central Government declared Chandigarh as UT.

Delhi and Puducherry have little different structure. You can call it as semi state because provision is allowed by central government to have independent legislative assemblies for UTs.

Also note that there is provision for these UTs to be given the status of states in future provided they can work efficiently without help of central government.
