The untouchable did not participate in Civil Disobedience Movement because  they had no reason to participate. Back then Dalits were highly discriminated ans were stayed away from. Also the Congress didn't do anything to help them.

Limitations of Civil Disobedience Movement:-

Limited participation of Dalits: Dalits participation in the civil Disobedience movement was very limited, particularly in Maharashtra and Nagpur region where their organization was quite strong.
