Upper surface of the leaf has fewer stomata to avoid much evaporation. As the upper portion of leaf is exposed to sunlight and wind there are more chances of water getting transpired from upper surface.So, plant would want to have less stomata on the upper surface of a leaf to reduce the rate of transpiration.
