There is no need for one in our form of government.

You’re probably used to seeing a parliamentary or semi-presidential system of government, both of which are very common in Europe. These systems are either republics or constitutional monarchies in which the head of state (King, Queen, Grand Duke or President) and the head of government (PM, Chancellor or Taoiseach) are not the same individual, and in which the latter generally has far more power (the semi-presidential systems in France and Russia are exceptions).

The United States is run on, and in fact invented, a republican form of government known as the Presidential system (sometimes called a “full Presidential system” to distinguish it from semi-presidential system). In the United States, the President is both head of government and head of state. The lower house of our Congress, the House of Representatives, has a Speaker who is normally the leader of the majority party, but this individual’s power is nowhere near that of a European Prime Minister/Chancellor/Taoiseach. They have considerable power within the House, insofar as guiding legislation that includes all public spending bills, but no share in the external governance of the country.

Because of weaknesses that became evident in the Presidential system when other countries copied our model and ended up as dictatorships, our system is rarely used in other Western countries. We retain it because it works for us, for reasons unique to our history and culture.
