Why valence of fluorine is -1

Fluorine has 7 valence electrons and “wants” 8 to complete it's outer shell, thus it reacts with one hydrogen via a single bond forming HF, or hydrogenfluoride. Fluorine is a halogen. It is aggressive as it needs just one more electron to fill its second orbital (see 'electron affinity').

Because florine outer most shell has 7 electron he want to completed his orbital so he is - 1
