Why valency of pottasium is 2,8,8,1 instead of 2,8,9?

Actually that should b the 3rd energy level can hold maximum 18 electrons.But here with different energy levels, you have diff sublevels.For ex- the 1st energy level has one sublevel, 2nd has two and so on in n th energy level, there are n sublevels.Electrons in each sublevels may be found in different regions in space around the nucleus, they are said to occupy diff orbitals.Each orbital can be occupied by one or two electrons.At any energy level the 1st sublevel consists one orbital called an s orbital.2nd sublevel consists of 3 orbitals called p orbital,3rd sublevel consists 5 orbitals which are called d orbitals and the 4th sublevel consists of 7 orbitals which are called f orbitals.

The 4s sublevel has lower power than 3d sublevel.So electrons fill this lower energy 4s orbital first.And since the 4s sublevel is part of the 4th energy level u write the configuration of K as 2,8,8,1.
Once the 4s orbital has 2 electrons, the electrons start to fill the 3rd sublevel.The 3rd energy level is completely filled with 18 electrons .Since the nth energy level can only have n sublevels,the 3rd energy level has 3 sublevels.
