Vapour pressure lowering is a colligative property of solutions. The vapor pressure of a pure solvent is greater than the vapor pressure of a solution containing a non volatile liquid. This lowered vapour pressure leads to boiling point elevation.

Colligative properties of solution are those which do not depend upon the nature of solute but on the quantity of solute in a solution. So this takes lowering of vapour pressure out of the question because vapour pressure and it's decrease would depend upon the nature of solute.
