why vascular bundle is completely absent in thallophyta.

Thallophyta is an aquatic plant. Therefore it does not require water conduction. As a result the vascular bundle is compltely absent.

Due to aquatic habitat, water conduction is not required. Hence the vascular tissues (xylem and phloem) are absent.
