why velocity becomes zero when it is in closest approach of nucleus ???please explain​

The principle of the conservation of energy is used to calculate the distance of closest approach as a measure for the size of a nucleus.... When the speed and hence the kinetic energy is zero, all the energy is now electrostatic potential energy.
