why velocity becomes zero when it is in closest approach of nucleus ???please explain

The principle of the conservation of energy is used to calculate the distance of closest approach as a measure for the size of a nucleus.... When the speed and hence the kinetic energy is zero, all the energy is now electrostatic potential energy.
