As per the theory I know it is because when it was forming it had a impact by a fairly large astronomical body (obviously smaller than Venus itself) in the other direction that is opposite to the direction Venus was revolving earlier i.e west to east and Venus was revolving slowly as compared to other direction so the impact did it's job and hitted Venus so hard that it started revolving the other way i.e east to west down
