Why voltmeter can not use to measure emf of reversible cell?

Current is the flow of charge particles from higher potential(concentration) to lower potential. Without this flow you cannot measure how much 'force' is applied for this flow to happen(If there is no flow it makes no sense of talking about the force that pushes this flow right). So theoretically if there was an ideal voltmeter, by directly connecting it across the terminals of the cell we cannot measure the EMF because there is no flow happening.(An ideal voltmeter does not draw any current from the circuit).
