The states were weary of a British-style government.
Having been under the rule of an absolute monarchy, the Americans were weary of having one centralized government and purposefully made the Articles of Confederation weak.

The colonies of the United States did not want to have a strong centralized government, because they did not want the government to become a tyranny. The leaders of the colonies thought that the power accession would lead to the re-colonization of the newly freed American territories. Hence, the Articles of Confederation did not provide the national government with sufficient authority to implement their laws. And this became a major weakness of the national government made under the articles of confederation.
