Why was abs not made compulsory earlier ?

According to the Government, it is mandatory for the manufacturer to equip all bike models above 125 cc in their portfolio with ABS , for the launches planned on or after April 1, 2018 & the same must be done for existing 125cc and above bikes by April 1, 2019.
For bikes below 125 cc, manufacturer has an option to equip either ABS or CBS* to meet the norms.
So, if you are planning to buy a non-abs bike above 125 cc it won't be a problem until March 31, 2019 but after that you will be directed to install the same in your bike but there's no clear mentioning that ABS system should be installed by the factory approved service centres or by any third parties. Better to opt for ABS model now itself which increases the safety net of yours with little hike in price.
