It was totally unnecessary. But I guess it using state theocracy to build a state happened after thr model of building a nation using civic virtues under Akbar era failed.
Aurangazeb prolly reckoned “if we can't build a nation state using civic virtues, we will do so using religion”
It would be the British who would eventually build the modern Indian state based on instititions backed by a constitution.
