The Athenian democracy was not a complete one as with the nearing of the 5th century BC in the Athenian province, the democratic government form was already established throughout the region.
The democratic rule was emphasized on a large scale population to exercise their powers which in return decided the critical issues that persisted in the community and society in that age.
