Because it was ruled by Siraj ud Daulah who had captured 5 main territories Bihar,Odisha,Jharkand Madhya Pradesh and West Bengal. He was the strongest rulers of India and gave a tough fight to British as he had won the first battle of Plassey but was defeated in the second. Thus, Bengal was united and strong so it required time to be conquered
