Bounty program in Hanoi was scrapped as in the French part of Hanoi rat were in abundance. Vietnamese were given job to capture rats and take money. The Vietnamese thought of cutting off their tails and due to this more and more rats will grow and will gain huge profit. But due to this the quantity of rats increased and thus caused PLAGUE epidemics in that region. This led to scrapping up of bounty program of rat haunting.
