Why was carbon 12 chosen to calculate atomic mass units?

At first, oxygen was chosen and the rest elements mass were determined by oxygen. but most of the elements mass were coming in decimals.

then carbon12 was chosen. then it was observed that most of the mass of other elements are coming in whole numbers(like 20,23etc). this is the reason.
