Public sector was given importance because of following things :-
1. Jawahar Nehru bieleved private sector always have motive of earning profit rather service to society which could bring exploitation , and he thought communist economy to be better than captalist economy
2. He bieleved in strong government at Central is required for growth hence kept most sectors under public sector .
3. Also draining of economy by britisher emptied the Indian treasure , so government has to take burden and influx money in the market .
