but not as much as I would have liked to. (past tense and past perfect tense)

but not as much as I wanted to. (both past tense)

Both are correct, but it may be easier to use the past tense for both parts of the sentence. Also, while it is “common” it is usually not considered correct to end a sentence with a proposition (to)
