Largely by 1950 itself when the drafted constitution of India came into effect.
Because the founding fathers of the constitution of India envisaged a country where none is discriminated on the basis of religion, caste, creed or gender.
Now hold on to your guns! I’m aware that the word “secular” was not present in the 1950 draft and it was introduced as an amendment during the emergency in 1976. Let’s take it from here now.
During the initial drafting process itself, there was a motion put forth by Prof. K.T. Shah (a member of the constituent assembly from Bihar) to include the words “secular” and “socialist” in the preamble. Dr B.R. Ambedkar opposed this motion. This wasn’t because Dr Ambedkar wanted India to be a “religious” state. It was because of the redundancy of using the word “secular” to describe the sovereign democratic republic. Secularism was inherent in the constitution of India. The articles in the Indian constitution are not based on Gita/Quran/Bible etc etc. The constitution is based on the simple premise of justice, equality and liberty for all citizens across gender, caste and religion.
