• The diverse and varied communities in India meant that there was a system of governments that was needed which did not involve only people sitting in New Delhi 's capital  that made decisions for all. Rather, it was necessary that the States had a separate level of govtt so that decisions could be taken made for that particular region.
• Whilst each state enjoys autonomy in exercising powers on certain issues, that are of national importance & concern the states had to follow  the laws of the central govt.
