According to the Nyay Chakra or Circle of Justice, the salaries of the military staff were paid from the revenue collected from the farmers. Hence to see to it that the farmers kept up the revenue the Chief of Army had to protect the interests of the farmers. This would ensure that the farmers prospered. Under the protection of the Chief of army, the farmers led a peaceful life which in turn made them prosperous.
