Our country India is having federal form of government, in which the levels of government are divided into three tires: the first is central, level II state & level III local level. It is necessary to give more power to the central government than the state because it only makes laws and have more power than central. If any case is not solved at state level so it is send to central level. Central level controls all the state government.
