Why was it very difficult to get laws passed under the Articles of Confederation?

It was difficult to pass laws under the Articles of Confederation because it needed an unanimous approval for amending the laws and consent of 2/3 rd states for passing any important law.  In the year 1787 the US Congress understood that it would be difficult to run the country under the Articles of Confederation.
