Khalsa policy: Lord Dalhousie implemented his policy of annexation called as 'Doctrine of Lapse.'  

Many states were annexed by applying this doctrine. Dalhousie also rejected the appeal to recognize the titles of many ex-rulers and refused to pay their pensions.
