The Mandal Commission was established in India in 1979 by the Janata Party government under Prime Minister Morarji Desai with a mandate to "identify the socially or educationally backward." It was headed by Indian parliamentarian Bindheshwari Prasad Mandal to consider the question of seat reservations and quotas for people to redress caste discrimination, and used eleven social, economic, and educational indicators to determine backwardness.

in 1979 the Government of India has established and second backward classes Commission it was headed by BP Mandal and has popularly known as Mandal Commission .it was asked to recognise the socially and economically backward classes and to suggest some steps that could be taken for the upliftment the commission presented its report in 1980 and suggested many reforms one of them was 27% of seats must be reserved for socially and educationally backward classes in the government jobs
