The British commander in Amritsar was Colonel Reginald Dyer,

He was apparently concerned that violence was about to break out and decided to take preventative action.action

Thousands of “civilians, in the majority Sikhs, had assembled (1) to participate in the annual Baisakhi celebrations, a religious and cultural festival for Punjabi people and (2) to condemn the arrest and deportation of two national leaders.”

Up to a thousand of them were said to have been killed.

It appears that the slaughter of so many unarmed civilians came about because of Dyer’s cowardice and incompetence.
