THIS IS BECAUSE HE MADE GREAT REFORMS BUT WHILE IMPLEMENTING THEM,HE IMPLEMENTED THEM IN A POOR WAY
FOR EXAMPLE:
Mohammad bin Tughlaq announced the copper coins which had same value as silver coins due to shortage of treasury.But people exchanged copper coins for silver coins.The treasury got a great loss.Finally he withdrew all copper coins
