This is a question that has been debated again and again among British, Pakistani and Indian historians.
It is true that the rebellion did not begin with him. At the time, the Mughal Empire was restricted to Delhi and its outskirts and did not have any real power.
The rebellion actually began due to the Hindu, Muslim and Sikh Sepoys who worked in the British Indian Army.

The Mughal emperor had no financial strength and he was surviving on a pension by the East India company. The revolt involved Sikhs who had hostile relations with Mughals.
