Mainly because of certain idiosyncratic behaviour. He ordered the capital to be shifted from Delhi to Tughalaqabad and ordered all to shift from Delhi compulsorily. It is said an old man who had not shifted was tied to a horse and dragged till the new capital. Needless to say the old man was dead by the time the horse reached its destination.
Tughalaq later shifted his capital back to Delhi.
