Mainly because of certain idiosyncratic behaviour. He ordered the capital to be shifted from Delhi to Tughalaqabad and ordered all to shift from Delhi compulsorily. It is said an old man who had not shifted was tied to a horse and dragged till the new capital. Needless to say the old man was dead by the time the horse reached its destination.

Tughalaq later shifted his capital back to Delhi.

In the era of gold, silver and copper coins Tughalaq minted coins made of leather!.

Ibn Batuta a moroccon traveller in India during the time of Tughlaq writes that there would be dead bodies of people executed by the king outside the palace everyday. Apparently Tughalaq was merciless in dealing with his subjects.
